Stanislav Krupoderya spoke at the session of the Energy Committee of the Ukrainian Bar Association
On 26 September 2011, the joint session of the Energy Committee of the Ukrainian Bar Association and UBA Branch in Rivne region took place in Rivne. The session was dedicated to the experience of European states in regulation of the electricity market, as well as analysis of the electricity pricing in Ukraine. The session has been moderated by Natalya Lysa, Chief Legal&Compliance Officer at AES Ukraine.
Stanislav Krupoderya, associate at ARBITRADE, has spoken on “Regulation of Electricity Markets. EU Experience”. Within his report, devoted to the liberalization of electricity markets, Stanislav has represented the energy reform in EU, in particular the essence of the third energy package (Directive 2009/72/EC of the European Parliament and of the Council of 13 July 2009 concerning common rules for the internal market in electricity and repealing Directive 2003/54/EC, Regulation (EC) No 713/2009 of the European Parliament and of the Council of 13 July 2009 establishing an Agency for the Cooperation of Energy Regulators and Regulation (EC) No 714/2009 of the European Parliament and of the Council of 13 July 2009 on conditions for access to the network for cross-border exchanges in electricity and repealing Regulation (EC) No 1228/2003).
The report has highlighted the functioning of the national regulatory authorities of the EU Member States, establishment of the Agency for the Cooperation of Energy Regulators and European Network of Transmission System Operators for Electricity.
Special attention has been drawn to the unbundling of the vertically integrated energy undertakings, such as ownership unbundling, legal unbundling of accounts, Transmission System Operators and Distribution System Operators, as well as to the relevant experience of the EU Member States.
